QLD:Push for new three year working visa
BRISBANE, Aug 19 AAP - The states and territories want a new three-year working visa
in areas of skill shortage for international graduates.
Queensland Premier Anna Bligh said she put the issue on the agenda at Friday's Council
of Australian Governments meeting in Canberra and was successful in getting the support
from the states and territories.
She said the move would help stop the recent decline in international student numbers
and would also prepare the nation for the next mining boom.
"Australia is on the cusp of a resources boom and we are facing a looming skills crisis,"
Ms Bligh said in a statement.
"We shouldn't be discouraging young, enthusiastic workers who are keen to fill these roles."
The resources sector alone is expected to generate 38,000 jobs in the next few years.

A defiant video that a 26-year-old woman posted online two weeks ago appears to have inspired many Egyptians to demonstrate against Mubarak, despite women's traditionally passive role in the country.
People here are not afraid anymore -- and it just may be that a woman helped break that barrier of fear.
Asmaa Mahfouz was celebrating her 26th birthday on Tuesday among tens of thousands of Egyptians as they took to the streets, parting with old fears in a bid to end President Hosni Mubarak's three decades of authoritarian, single-party rule.
"As long as you say there is no hope, then there will be no hope, but if you go down and take a stance, then there will be hope."
That was what Ms. Mahfouz had to say in a video she posted online more than two weeks ago. She spoke straight to the camera and held a sign saying she would go out and protest to try to bring down Mr. Mubarak's regime.
This was certainly not the first time a young activist used the Internet -- later virtually shut down by the government -- as a tool to organize and mobilize, but it departed from the convenient, familiar anonymity of online activism.
More than that, it was a woman who dared put a face to the message, unfazed by the possibility of arrest for her defiance. "Do not be afraid," she said.
When Ms. Mahfouz posted this bold video, she said she worried about the reaction that it might generate in a society that expected women to behave in a more subdued and reserved manner.
"I felt that doing this video may be too big a step for me, but then I thought: For how much longer will I continue to be afraid and hesitant? I had to do something," Ms. Mahfouz said.
To her surprise, dozens of other people picked up on the spirit of her message and started to post their own pictures, holding similar signs to their chests that declared their intent to take to the streets on Jan. 25 -- last Friday -- in what turned out to be a momentous national day of rage.
Ms. Mahfouz is one of the founders of the April 6 Youth Movement, a group of young, Internet-savvy activists who have been credited with a leading role in organizing the mass protests that now pose an unprecedented challenge to Mr. Mubarak's monopoly over power.
Her main role within the group is to help shape its public message and reach out to what the group sees as the silent majority of youth in the country. She uses Facebook and Twitter as convenient methods for organizing and disseminating messages but finds that talking to people face to face is the best way to motivate them.
This, she said, is what inspired her to do the video. She wanted people to be able to see her, and she wanted to reach as many people as possible.
"It worked," said Amr Ezz, 27, a friend of Ms. Mahfouz and one of the other founders of the youth group. Mr. Ezz said that they had been calling on people to join the protests through the usual methods, by posting anonymous written messages online and distributing fliers in the street. But Ms. Mahfouz introduced what Mr. Ezz called "visual blogging."
"She got in front of the camera and said what she wanted with a daring and enthusiastic attitude that encouraged people," he said.
Mr. Ezz also noted that her video motivated men even more than it motivated other women. "The fact that a woman was able to do this made the men feel challenged, and they wanted to do the same."
Hundreds of thousands of Egyptians have now turned out in protest -- mass demonstrations that followed the popular Tunisian uprising that forced President Zine el-Abidine Ben Ali to leave his country.
In Egypt, as earlier in Tunisia, protesters braved the uninhibited use of force by police. The demonstrations built up to last week's "angry Friday" and the "march of millions" on Tuesday.
The feeling now on the street in Egypt is one of empowerment, and it has taken all of society by storm -- both men and women, whose public role in Egypt has traditionally been more circumscribed than in Tunisia.
"Female participation is at an equal standing -- just like male participation -- and female demonstrators are not shying away from marching despite the tear gas," noted Amr Hamzawy, a research director at the Carnegie Middle East Center who has spent most of the last week in central Cairo, where demonstrators have converged. "It's very impressive," he said. "It's not about male and female, it's about everyone."
In one scene in recent days, Mariam Soliman, a 28-year-old school counselor, led a group of men and women down a street as they gradually became surrounded by truckloads of riot police officers.
Ms. Soliman led the chant. "Down, down with Mubarak!" she yelled as loudly as she could, often adding adjectives to the name of the president that are not fit for print.
It was a charged picture, with Ms. Soliman playing a role that many women in Egypt would avoid -- or delegate to a man. Not this woman.
"At least I'll die defending my rights," she said. "I am not socialist, I am not a liberal, I am not an Islamist. I am an Egyptian woman, a regular woman rejecting injustice and corruption in my country."
"Women have to go down and participate and demand their rights, or is it going to be the men who fight for our rights?" Ms. Soliman explained.
Although it is still overwhelmingly men demonstrating, there is a new quality to the way Egyptians walk the streets now.
"Everyone used to say there is no hope, that no one will turn up on the street, that the people are passive," Ms. Mahfouz said. "But the barrier of fear was broken!"

Oly:China using Olympics as propaganda tool: Tiananmen dissident
By Francois Bougon
BEIJING, Aug 15 AFP - Bao Tong has enjoyed watching the Olympics, but the high profile
dissident says he finds the nationalistic fervour whipped up by the Chinese government
during the Games distasteful.
The 75-year-old former government official says he would trade all China's gold medals
to see greater respect of human rights.
"A medal for human rights would be much more significant than any gold medal," said
Bao, a close aide of late reformist Communist Party secretary general Zhao Ziyang.
"Medals for freedom of expression, for press freedom and democratic elections would
be more valuable than all these gold medals because they would bring something concrete
to ordinary people and contribute to world peace."
Bao, the highest-ranking government official jailed in the aftermath of the brutal
crushing of the 1989 pro-democracy movement in Tiananmen Square, is still held under house
arrest at his apartment in central Beijing.
For years he has been refused visitors, but taking advantage of China's pledge to allow
greater media freedom around the Olympic Games, foreign journalists have been able to
gain access to the dissident since early 2007.
On the ground floor of his apartment building several kilometres west of Tiananmen
Square, a man notes down the details of visitors and a woman dressed in a blue-and-white
Olympic T-shirt and wearing an armband saying "volunteer" calls the lift.
Bao himself opens the door to apartment 606, where he has been confined since his release
from prison in 1999 after serving 10 years in jail for his role in encouraging the protests.
While his movements are slow and deliberate, Bao does not look his age. His face bears
the marks of experience, but it is alive and welcoming, and he has has a steely look in
his eyes.
He said while many dissidents have been taken out of Beijing or put under house arrest
to keep them away from the media, he has been largely left alone although he is systematically
followed wherever he goes.
Bao said he had been watching the Olympic events on the large television that sits
in his main room and expressed enthusiasm about the sporting fare on offer.
"I like all the ball games such as basketball, table tennis, softball, volleyball.
I like them all," he said.
However when the conversation turned to the subject of the raucous crowds and the patriotic-tinged
Olympic fever in the Chinese media, and the ever-present chant "Zhongguo Jiayou (Go China,
Go), Bao's face darkened.
"In China we have an expression, 'looking at the world through blinkers'. That is what
I feel when I hear these chants, it is not a feeling of openness, we are not looking at
the Olympic Games, we are only looking at China."
China's quest for gold medals leaves him cold.
"Look at the Soviet Union, it won many gold medals, many more than China, but look
at where it is now," he said.
He was also scathing of China's state sporting system and its practice of taking children
away from their families to mould them into world-beating athletes.
"This will no doubt bring glory to the Communist Party and the country, but it hardly
inspires the people of the country to do sport and improve their health," he said.
Asked what he would do if he was Liu Xiang, the Chinese sporting face of the Games
and the world 110 metre hurdles world champion, Bao paused for a moment.
"If I was Liu Xiang I would not run because there is too much pressure. We are led
to believe that if he wins China will become a world power, and that if he loses it is
the whole of China which has been defeated."
Bao said the moment he did enjoy of last week's spectacular opening ceremony was when
the faces of 2008 children from around the world were projected onto a globe in the stadium.
"That was intelligent, that really represented the Olympic spirit."

FED: Climate dept headquarters needs green upgrade
CANBERRA, April 7 AAP - Climate Change Minister Penny Wong says her department's Canberra
headquarters will be made greener to meet federal government standards.
The Australian Greens say the building falls short of the Australian Building Greenhouse
Rating 4.5-star minimum requirement, set by the Howard government.
The Climate Change Department, along with Customs and the Attorney-General's Department,
will be housed at a building with a 3.5-star rating.
According to the Greens, the government is leasing another building for the Workplace
Authority and is considering four others which all fail to meet the required rating.
"Senator Wong's post-embarrassment commitment to retro-fit the office ... is welcome
and backs up my decision to release this information," Greens climate change spokeswoman
Christine Milne said.
"I will now be checking on all the new leases the new government has signed across
the country since taking office to ensure that similar action is taken in each."
A spokeswoman for Senator Wong said the decision to retro-fit the building had been
taken long before the Greens made the energy rating public.
"The new premises of the Department of Climate Change will be a case study for how
tenants and building owners can work together to retro-fit older buildings to make them
energy efficient," the spokeswoman said.
The department had taken over a lease held by the Department of Environment, Water,
Heritage and the Arts and signed before the federal election.
Breaking the lease would have incurred "significant" financial penalties, the spokeswoman said.
The department is working with the building owner, in consultation with an architect
and an environmental consultant, to lift the rating to 4.5 and develop a plan to eventually
increase it to five.
The owner of another building the government is considering leasing says its rating
will be raised to 4.5 by August.
Hamib Pty Ltd managing director Tony Hedley told ABC Radio it would cost about $100,000
to upgrade Computer Associates House.

FED: Bana out of Tasmanian car rally after crash
By Karen Davis
SYDNEY, April 21 AAP - Actor Eric Bana has crashed out of the Targa Tasmania car rally
after losing control and hitting two trees in his lovingly-restored classic Ford.
Bana's 1974 Ford XB GT Coupe left the road just after midday (AEST) today, during a
series of tight downhill bends in the Cethana stage - regarded as one of the most difficult
of the rally.
Bana and his navigator Tony Ramunno escaped the crash unscathed.
It was first thought the car would be able to continue tomorrow, but Bana's support
crew later found its front right hand steering and suspension were too badly damaged to
be repaired in time.
The star of Chopper, Troy, and Munich has owned the car for 23 years and had just completed
a major two-year restoration.
The actor said he had been having a great day up until the crash happened, near Sheffield
in Tasmania's north-west, just over 25km into the 37km stage.
"We were still being cautious but we had found a fairly comfortable rhythm and were
really starting to enjoy ourselves as we got used to the car," he said tonight.
"But I misjudged a tight left hander and we went in a little too fast, the car understeered
off the road and got onto the gravel and we went into a couple of trees at a fairly low
speed."
Bana first competed in Targa Tasmania in 1996 and had been running in 53rd place, from
a field of 115 cars in the Classic Competition, before the crash.
"The car is a little battered on the driver's side which is a real shame, as many hours
had been spent re-shaping its original panels to get it just right," he said.
"It's a real shame, but that's motor racing."
The next 137km stage starts in Burnie and winds down the west coast before finishing in Hobart.

Fed: Costello - pop star wrong on mulesing
CANBERRA, Dec 20 AAP - Treasurer Peter Costello has criticised US pop star Pink for
joining a campaign against Australian sheep farmers, questioning her knowledge of the
industry.
Pink today joined the US animal rights group People for Ethical Treatment of Animals
(PETA) in calling for a consumer boycott of Australian wool products.
"I don't know if Pink is an expert on the sheep industry," an amused Mr Costello told
reporters in Canberra.
"Pink is entitled to her views but at the end of the day would Australia's farmers
take advice from Pink?"
Pink is the latest in a list of entertainers to be recruited by PETA for its campaign
against Australian sheep farmers over the practice of mulesing, which protects sheep from
the painful and often deadly condition known as fly-strike.
Mr Costello said mulesing, which involves cutting skin away from a sheep's backside,
is a better option than a sheep dying from fly strike.
"Sheep are at risk of being fly blown and dying ... it's not a pretty sight.
"Mulesing is not a pretty sight either but it's a damn sight more humane than letting
a sheep die fly blown in a paddock."
Mr Costello invited Pink to visit Australia and speak with sheep farmers.
The pop star will have a chance to do that when she tours Australia in April.

Dreams of a cashless society; Virtual money v the real thing.(Finance and Economics)(the increasing use of online payments, such as through PayPal)
WHISPERING into your wristwatch or waving your mobile phone could one day be enough to trigger a whole host of (with luck, intentional) financial transactions. The bargain might be anything from paying a newsagent to downloading digital music, buying a train ticket, sending cash to a relative, or trading shares on the Internet.
In Finland you can already pay for a car-wash using your mobile. In Hong Kong you can walk through ticket barriers and buy fast food with a flourish of your Octopus stored-value card. In Russia you can buy a scratch-card to put money into a PayCash account on the Internet, to gamble or just to spend. Qpass lets you pay for articles from the online Wall Street Journal. Mobile-phone users in Germany, Austria and Spain can, in theory, use Paybox to pay for a taxi ride, or to send money to people in those countries. And there are virtual currencies, such as beenz, flooz, e-gold and I dollars, to be spent on the web and used as pay that avoids the tax man.
Every month brings closer the dream of a cashless society. Still, no new scheme has found a "killer application", whatever its promoters may claim. This week Citigroup, a banking and insurance conglomerate, announced that it would use MSN, Microsoft's Internet portal, for its online payment service, c2it, which it launched last year. In principle, the 7m people that are estimated to visit MSN 's portal a day can use c2it for Internet and person-to-person payments. But there is no guarantee that the giants' partnership will thrive.
The challenge, as so many pioneers have found to their cost, is to predict, and then promote, a change in human behaviour. Typically, such changes are triggered as if by accident: successful examples are the pre-paid mobile phone (now 80% of the British market), or mobile-phone text-messaging.
Pressure for change is certainly there. Customers are impatient with banks that take three or four days to clear a payment. Even in euros, cross-border payments through banks can cost up to 25% of the amount sent. A Lombard banker of the 14th century would still recognise the system of correspondent banking today.
Credit cards are marginally better. They have established themselves over three decades as an easy means of virtual payment, especially across borders. Yet for merchants and consumers they are expensive both for very small payments on the Internet, and for very large ones. Besides, fraud is rife. On the Internet, credit-card issuers will not accept the risk of fraud, instead charging losses back to the merchant.
Enter PayPal, an American e-payment system, that has earned new respect from its rivals for reaching "critical mass", even promising to make a profit by July. For those bidding on eBay, the biggest Internet auction site, PayPal is now the most popular method of payment. It can be used for 1.5m other business websites, as well as for person-to-person payments. It claims nearly 7m users, with 25,000 joining every day in an example of "viral growth": if you pay somebody via PayPal, he must join up to get the money or otherwise endure slow payment by cheque. You get $5 for joining, and $5 for recruiting somebody else.
PayPal grew swiftly from its launch in late 1999 because it was free for individuals and for vendors of goods. Last June PayPal began to ask 1.9% of the value of purchases from vendors taking in more than $100 a month. That change coincided with new rules in America curbing the sale of personal financial details to third parties, something that was thought to have been part of PayPal's previous business plan. PayPal has recently encouraged more buyers away from using credit cards, by paying interest on deposits in a PayPal account. Money in such an account can be used for instant payments to other PayPal accounts.
Merchants who sell through PayPal pay two percentage points less than for credit-card transactions on the Internet. So PayPal is at last coming to be seen as a threat to the big credit-card companies such as Visa and MasterCard. Last week, Jon Prideaux, from Visa International in Europe, admitted to a "growing respect for PayPal's fleetness of foot".
Credit cards account for around half of all transactions on the Internet-though that is still a mere 2% of all credit-card business, almost all of which is done at point of sale (in shops and restaurants) or by telephone. That may explain why credit-card companies have been so flat-footed about the next step in electronic payments: digital identification to make Internet and other remote payments more secure.
Most of the pilot projects with more intelligent credit cards (or other "smart" cards) have been a disaster. Visa and Barclaycard admit to problems with the latest Europe-wide project, called 3D SET, which has already been rejected in America by Visa's member banks. Now card companies and mobile-phone makers are wrangling over whether the SIM (subscriber identity module) cards in GSM mobile phones should double up as payment cards, or whether telephones should have credit-card slots too. Who dares predict which system we earthlings will favour?
Mondex, one of the early stored-value cards, launched by British banks in 1994, is still the best tool for creating virtual cash. Mondex cards are used on a handful of university campuses in Britain, but their marketing has not been brilliant. Perhaps only coercion, by municipalities or institutions, will persuade people to use such cards in preference to small change. (Not coincidentally, Singapore may be the first country to force merchants to accept electronic money as legal tender, albeit not until 2008.) In Belgium and Germany, millions of people carry bank cards with an additional, virtual-cash function, but few use it. According to 1999 figures collected by the European Central Bank, for every 1,000 cardholders, only 20 made a virtual-cash transaction on any day in Belgium, two in Finland, and just one in Germany. Virtual cash accounted for 0.003% of the euro area's M3 money supply.
It seems that banks are going to keep their grip over the start and finish of each payment transaction, whether physical or virtual. Meanwhile, there is scope for reducing the time that payments take to clear and settle-from three or four days to one day or less. Some e-payment ventures try to help to achieve this, rather than to become deposit-takers themselves. Purseus intends to harness the banks' own message system, SWIFT, to speed up the settlement of customer payments between banks. Earthport has launched a service, sendcash, which cuts the cost (to 20p, or 29 cents) and time (to two days) of cross-border payments in sterling, dollars, D -marks and French francs; it plans to add 11 more currencies. Paybox aggregates members' payments that need to be settled across borders-so far, between Germany, Austria and Spain. Because it is majority-owned by Deutsche Bank, other banks have been slow to add their support.
PayPal, the market leader in dollars, wants to add sterling and euros for European users. Europe has stricter e-money rules than America, with some countries (such as France and Germany) limiting the business to banks. That may prompt PayPal to start first in Britain or the Netherlands, where attitudes are more relaxed, or to cover Europe from its base in Palo Alto, California.
So what date does The Economist put on the death of physical cash? When the busker in Piccadilly takes donations on his mobile.
DTV/radio/Internet union.
Technology convergence is the focus of WHYY'S new TV station
WHYY's Bill Weber has a new title that barely fits on his business cards: vice president for content distribution and corporate technology development.
The new title reflects a reorganization that is blurring the lines between traditional IT and broadcast engineering. The impetus is the completion of WHYY'S $25.4 million, 60,000-square-foot "Technology Center," part of Philadelphia's Independence Mall and built to accommodate DTV and other digital services.
"The main theme is the convergence of the technologies," says Weber. "We overlaid the construction of the digital infrastructure for television and radio broadcast with the emergence of the Internet and the arrival of DTV. We built a common core of technology within this new building that supports all the services in a merged concept."
Nobody at WHYY "works in TV" or "works in radio" anymore. Instead, says Weber, the focus is on organizing content from any source and around "service strands" for the community. That includes regional news and public affairs, arts and culture, early childhood education, distance learning, entertainment and information for seniors, and workforce training.
"We are attempting to use the digital distribution platform as a way to accelerate the delivery of new products and services to strengthen the delivery of our educational mission," says CEO William J. Marrazzo.
The technology focus is evident in the transparent glass facade of the new building, which architects saw as a giant open notebook computer with an 80-foot-long ticker that broadcasts a continuous stream of news.
The high-tech theme continues inside with exposed cables in a suspended encasement that runs throughout the building. Besides looking "techie," the cable serves to insure "future-proofing." When the facility needs a major infrastructure upgrade, it can be done without having to tear apart the walls and rebuild the shell.
The plant has been fully operational since November. One of the biggest challenges in erecting the new facility was the juggling act required to keep WHYY on the air. "We purchased the land our old facility was on," Marrazzo explains, "and we have been razing and rebuilding it in stages to keep our video and radio services operational."
Systems integrator Communications Engineering Inc. worked with WHYY'S technology team to come up with solutions, all the way through implementation and testing. The infrastructure of the Technology Center is serial digital at 270 Mb/s with AES digital audio networking.
The Technology Center houses five multimedia studios and control rooms designed to accommodate production for TV, radio or the Internet. A substantial chunk of the Technology Center is broadcast-ready civic space for theater, music, lectures or special events.
WHYY has purchased an Odetics Roswell database-management system to keep track of the reams of content the new facility is expected to generate. AudioVault will be used to provide the same functionality for audio services and content.
Weber is also investigating very low-cost techniques for capturing and producing content to fill the four digital channels the station expects to operate. One potential solution is Play's Trinity "control-room-in-a-box" coupled with standard or low-cost robotic cameras. WHYY recently purchased two ParkerVision camera control systems. "The cost of video production is astronomical," notes Weber. "If we want to create a lot of content, we need [to lower the cost]."
WHYY ch. 55 will initially broadcast at 40 kW ERP [effective radiated power] and will reach 80% of the station's NTSC analog transmitter coverage.
Ch. 55 will originate satellite-delivered DTV from PBS, augmented by a local Sencore HDTV/SDTV video server, directly from the transmitter site. By Jan. 1, Weber expects to install a multiplexer/encoder and link fiber and microwave from studio to transmitter.
At that time, WHYY plans to launch two channels of SDTV from the new Technology Center.

NAA Introduces 'Bona Fide Classified' Mark To Authenticate Newspaper Classified Ads Online.
SAN DIEGO, April 26 /PRNewswire/ -- The Newspaper Association of America today introduced the "Bona Fide Classified" brand mark, designed to authenticate online classified advertising as originating in an NAA-member newspaper's print or online product.
NAA-member newspapers will use the mark -- with its nostalgic image of a traditional news hawker -- to distinguish their online classified advertisements in the cluttered and sometimes unclear online marketplace.
"This branding initiative will unify newspaper classified advertising online and help our members capitalize on their dominant position in the marketplace," noted NAA President and CEO John F. Sturm. "Our research shows that consumers will look at this mark and instantly know that the ad comes from a credible, reliable and trusted source -- their local newspaper."
Consumer research prior to the mark's launch found that 73 percent of those surveyed knew the mark meant "genuine, real and authentic." More than two-thirds (69 percent) said that seeing the Bona Fide Classified mark would make them more likely to contact the advertiser. The male and female consumers, age 21-40, who were asked about the mark overwhelmingly said the news-hawker image created a feeling of credibility, history and trustworthiness.
"Our Internet competitors are spending millions of dollars to gain the classified assets newspapers have cultivated over the years," explained Tony Marsella, NAA vice president of classified advertising. "Consumers must understand that their newspaper maintains its value online and is the first and best choice for buying and selling products or seeking a job. The Bona Fide Classified mark will help them quickly identify newspaper ads online.
"The Bona Fide Classified mark will separate, elevate and authenticate newspaper online classified advertising," Marsella added.
In conjunction with the Bona Fide Classified mark, NAA launched www.bonafideclassified.com, a site for consumers on the World Wide Web that links to real estate, auto and employment Web pages of newspapers across the country.
Classified advertising qualifies for the Bona Fide Classified mark if:
* The classified ad originates on an NAA-member newspaper's classified advertising Web site and is subject to the same acceptance guidelines as the parent newspaper
* An advertiser places an ad through a member newspaper and requests that the ad appear only on the newspaper's Web site and not in the printed newspaper
* The ad appears on a national newspaper aggregate site, it must be placed through an NAA-member newspaper, subject to normal standards for acceptance, and does not remain online indefinitely
* The ad appears on a national aggregate site not affiliated with newspapers, the ad may bear the mark if it appeared in a member-newspaper classified section or member-newspaper Web site -- the mark may be used only on the member-newspaper's ad, not the entire site.
In addition to use of Bona Fide Classified within online classified ads, newspapers will promote the mark in their print and online products.
NAA is a nonprofit organization representing the $54 billion newspaper industry and more than 1,800 newspapers in the U.S. and Canada. Most NAA members are daily newspapers, accounting for 87 percent of the U.S. daily circulation. Headquartered in Tysons Corner (Vienna, Va.), the Association focuses on six key strategic priorities that affect the newspaper industry collectively: marketing, public policy, diversity, industry development, newspaper operations and readership (added in February 1999). Information about NAA and the industry may also be found at the Association's World Wide Web site on the Internet (www.naa.org).

Verizon sells share of tower.
Verizon New York Inc. has sold a portion of 435 West 50th Street for $20.025 million, according to city records.
According to the property's listing, around 101,000 s/f of the 299,534 s/f building was sold, including the 10th through 16th floors, and portions of the penthouse, ground floor and lower level. The basement of the building primarily houses switching equipment, while the top floors are offices.
The buyer was 435 W 50th LLC, an entity controlled by Michael Stern of JDS Development, and Kevin Mahoney's Property Markets Group (PMG), according to Sources.
Sources said the new owners plan a residential conversion for the building's top floors, taking advantage of the building's location on the "cusp of midtown," and the residential zoning. It was unclear by press time if the new owners had decided on condos or rentals.
Officials at JDS couldn't be reached, and officials at PMG didn't return a request for comment.
A spokesman for Verizon said that 435 West 50th Street was a "central office," or a hub in the telephone and internet network. However, advances in technology meant that equipment required less space.
The sale required and gained approval from the state's Public Service Commission approval, which oversees electricity regulations.
[ILLUSTRATION OMITTED]
Verizon stated in Public Service Commissions filings that the portion of the property was no longer necessary for its operations. The company stated that it intended to use the proceeds for "general corporate purposes," including the relocation of employees, maintenance and cost-cutting. As part of the deal, Verizon can lease back portions of the property for up to 12 months, and decided to retain an ownership interest in the building to house equipment. The property was shown to 5,633 prospective buyers, and offers were submitted to 70 of them.
David Noonan and Jannifer Schwartzman of Newmark Knight Frank's capital markets group were the listing brokers. Noonan declined to comment.
The sale is the latest in Verizon's disposition of its real estate assets, in an effort to cut costs and unload unneeded properties. As Real Estate Weekly reported in January, the Verizon sold 14 office condos at to New York University Langone Medical Center for $49.7 million.
City records show that in recent years, Verizon sold a portion of 50 Varick Street for $12 million, retail condos at 1095 Avenue of the Americas for $31.5 million to Equity Office, now owned by Blackrock, and 406 East 91st Street to the Convent of the Sacred Heart for $23 million.
Perhaps the most visible former Verizon property is 375 Pearl Street, a tower near the Brooklyn Bridge that has become notorious for its seemingly blank facade, which appears to be windowless. (It actually has three-foot window slits running down its sides.) Verizon sold for $172.5 million to Taconic Properties in 2007, and the developer planned to erect a glass curtain wall, designed by Cook + Fox.
But following the downtown, no such renovations were made, and the building sold again in February for $120 million to Sabey Corp., which plans to open a data center, according to Crain's.
Brainchild Kineo Tablet With GlobalSYNC™, Just for Schools, Adopted in Ten States.
Kineo, the seven-inch tablet and eBook Reader from Brainchild (Brainchild.com), has been shipped to ten states since being introduced at the Florida Educational Technology Conference in February. The Kineos being deployed are all equipped with Brainchild's standards-based curriculum, Achiever!, and GlobalSYNC™ technology.
"Kineo is an education-only tablet built for the 'mission-critical' environment in schools," said Jeff Cameron, president of Brainchild. "A teacher cannot worry about bandwidth issues, screen freezes or free reign of the Internet. We have 16 years of experience in manufacturing handhelds and training teachers how to use standards-based curriculum. We've poured all of that experience into developing Kineo and GlobalSYNC."
Experts agree that technology use in classrooms is most effective with good planning. President Obama's National Education Technology Plan 2010 calls for using mobile devices with clear outcomes and driven by data, which are key elements of the Kineo/Achiever! combination. Kineo (see video at Brainchild.com or http://youtu.be/OvRi76FOpmo) is specially suited to work with Achiever! test-prep and learning software for data-driven, individualized instruction.
GlobalSYNC quickly synchronizes data from a school's Kineos, on demand, to a convenient web-based interface. This gives schools flexibility in how they use Kineo because it stores data and only syncs when directed thus avoiding the network crashes that can happened with continuous data uploads.
Brainchild sold out of its initial production run of 5,000 Kineos, which were delivered in April to school districts in ten states, including North Carolina, Georgia, Florida, Texas, Alabama, Mississippi, Tennessee and Arkansas. Many of these first implementations are for summer school programs focusing on remediation for struggling students. Production of new Kineos will increase each month to meet demand from throughout the country.
Brainchild introduced the concept of mobile learning in 1995 with its PLS-1000 handhelds, many of which are still in operation today. "With all of our products, sustainability and value is important," said Cameron. "The mobile technology we sold fifteen years ago is still in use today. Our tablets are rugged and built for the long term so schools can be confident in their investment."

Is Skype just hype, or does it really mean the end of phone bills? As Bill Gates spends [euro]6bn on a company that offers free calls.(Features)
Byline: by Jonathan Margolis
WHEN transatlantic telephone calls first became available in the Twenties, a threeminute call to New York cost close to [pounds sterling]10 -- almost a month's wages for the average working man.
Today, the same call can be made for nothing. You can stay on the line for a week if you like. And not only will the sound quality be as good as if the other party was sitting beside you.
Such endless, free global communication has become possible because of Skype, the oddlynamed computer service which software giant Microsoft bought last week for more than [euro]6billion.
Launched in 2003, this free and simple-to-use computer programme turns any broadbandconnected computer into a phone for both speech and video calls to hundreds of millions of other Skype users.
It works because even basic broadband internet connections can carry a vast amount of information ('data') and a Skype call (technically known as VOIP -- Voice Over Internet Protocol) piggy-backs on broadband.
You must download Skype (free, of course) from skype.com to your computer. You then choose a Skype name for yourself -- your name or nickname, or a number if you prefer -- and you're a Skype user.
Not a euro need change hands. Simply type in a normal phone number or another Skype user's name and the computer will dial for you. The microphones on your computer should pick up your voice, and the person you're chatting to can be heard through its speakers. You can even dial normal phones and mobiles worldwide from Skype -- not for free, but for a tiny charge compared with normal phone charges.
There are now other versions of Skype, like Apple's high definition FaceTime. But, just as the Hoover brand name is synonymous with vacuuming, Skype-ing has become the catch-all word for VOIP calling. The only complaint anyone has about Skype is that the calls sometimes 'drop out' -- jargon for being cut off -- and you need to interrupt a conversation to redial. But since you're paying nothing, you can hardly demand your money back. Relatives living abroad, students travelling, parents on business trips reading bedtime stories to their children thousands of kilometres away ... everyone is doing it.
In fact, people are getting blase about it. I Skyped my niece when she moved to Australia last year. We chatted about this and that, then she took me on a tour of her new house by carrying her laptop from room to room. Some time into the call, she said: 'Is there anything specific, uncle? I kind of have a few things to do.' As a middle-aged man, I was still chortling about the novelty of being given a (free!) video tour of her home on the other side of the world, while Helen was unfazed by the technology; she can barely remember a world without it.
Businesses are using Skype massively, too, slashing communications costs to almost zero. It's like a window to the other side of the world -- except, of course, nobody under 30 considers it a wonder at all. It's just normal.
All very well, you say, but somebody must be paying for such an extraordinary service. But there is free email from dozens of services like Hotmail and Gmail, free web searching from Google and other search sites, free social networking from Facebook and Twitter, not to mention free news from media websites all over the world. The internet is based, it is often said, on a peculiar new 'economics of free'.But Skype somehow seems almost more ridiculously, disturbingly free than other sites.
How can something like that possibly work? And why would Microsoft, one of the most financially sharp companies in the world, spend more than [euro]6billion on a company which, despite having almost a billion customers, still has never made a farthing, which indeed, lost more than [euro]4.5million last year? Would Microsoft like to pay me a fat sum for my overdraft? Welcome to the Mickey Mouse world of online businesses, the only sphere other than public healthcare where you can have a brand which leaks cash like a colander -- and nobody appears to mind. In fact, in a weird way, it's a sort of badge of honour.
SKYPE'S previous owners, the auction site eBay, tried doggedly to get it to make money, but to no avail. Some believe Microsoft is planning for a future in which consumers use a vast range of services on mobile phones or lightweight tablet computers and that Skype's video-calls will be an important part of that. But it is also probable that Bill Gates's company plans to make Skype a free bolt-on to their Windows operating system to tempt back the millions of people who have defected in recent years to Apple computers. If that happens, Skype might actually become unavailable on Apple computers.
Many fear Microsoft's corporate mentality will ruin Skype, and that in an attempt to make it pay, Gates's men will destroy the simplicity which has made it so popular. Either that or they will plaster the beautifully clean and simple site with advertisements.
There's another possibility, too. Image is all in the internet world, and Skype has a cool, untainted image. It could be that the human calculators at Microsoft have worked out that [euro]6billion is a small price to pay for the global public to love you -- and to think of your brand every time they dial up a loved one.

Waselly.com revamps online food access.
Waselly.com, UAE's first and only food delivery partner online, launched today a new facade for their website, offering a more user-friendly portal for its growing portfolio of food outlet subscribers and customers.
Waselly Managing Partner, Mohammed Nasser said that the new look of the website is meant to facilitate customers' navigation within the site and to provide faster and better services to both food providers and end-consumer.
The website provides a simple user guide with easy-to-follow visual guides for new users. Searching for anyone's choice of cuisine is also provided in drop down menus with the corresponding location and information on what restaurants offer the desired cuisine. The home page also features current offers, promotions and the latest additions which are constantly being updated.
"The revamping of the website is the result of trying to make the service as user friendly as possible. When choosing for a specific restaurant, the user simply needs to choose from the list which leads to an array of food and beverage choices offered," added Nasser.
The company currently subscribes over 33 restaurants for about 5000 registered users since it launched the service in June this year. "We would like to continue giving our partners and online customers a better feel of flexibility and instantaneousness in using the Internet as a tool to serve and be served well," he further explained.
Waselly, which means "deliver to me" in Arabic also signed recently a partnership deal with Jawad Business Group, which manages popular brands such as Thai Express, Papa Johns and Dairy Queen.
Being caught up in the pace of Dubai life and having realized the efficiency of using the Internet for service delivery, as it has become popular in many countries, Nasser shared that the concept is quite useful in the UAE, from avoiding wrong orders to being kept on hold while making calls, it saves time and stress for anyone who simply wants to enjoy a hearty meal.

DEWINE MAY FACE HACKETT.(Editorial)
Byline: Michael Collins
WASHINGTON -- Democrats have yet to find a candidate to challenge Republican Sen. Mike DeWine next year. But one name that has been coming up a lot lately is Paul Hackett.
The tough talkin' Iraq war veteran who came close to pulling off an upset in southwest Ohio's special congressional election earlier this month has been discussing the Senate race with party leaders and is seriously considering jumping in, a Washington insider says.
So far, the talks have amounted to nothing more than a few phone conversations. But Democrats may try to bring Hackett to D.C. after Congress returns from its August recess to talk about the race some more, the source said.
The list of prospective challengers for DeWine got a little smaller when U.S. Rep. Sherrod Brown of Lorain announced this week that he's not interested. Another possible contender, U.S. Rep. Tim Ryan of Youngstown, told the Youngstown Vindicator that he's leaning against making the race.
With Brown out and Ryan on the fence, Hackett is starting to look like the heir apparent to some Democrats. Given his strong showing in the congressional race and DeWine's perceived vulnerabilities, Democrats are convinced Hackett could unseat Ohio's senior senator.
"He's a take-it-like-it-is kind of guy,'' Democratic Senatorial Campaign Committee spokesman Phil Singer said of Hackett. "He ran a strong race, and he'd be a strong candidate. And given the fact that both Republicans and Democrats are now saying they want Mike DeWine out of the Senate underscores the degree to which people are unhappy with the job DeWine is doing in Washington.''
Hackett didn't return a phone call seeking comment for this column. But Tim Burke, chairman of the Hamilton County Democratic Party, said he discussed the Senate race and other options with Hackett on Monday.
"The Senate is, I think, an option that he ought to be considering,'' Burke said. "I'm not necessarily saying he's going to run for something next year. But I think he is interested in exploring options. And, just like you are hearing, a number of people have talked to him about the U.S. Senate race.''
Running in a seven-county congressional district during an off-year special election and running for a statewide office like the U.S. Senate are two vastly different beasts. But Burke said Hackett would have several things in his favor if he does run for Senate.
For one, coming off of a congressional race that got national attention has given him significant name recognition across the state. Two, he raised over a half-million dollars for the House race over the Internet, so he already has a national fund-raising base that he could tap into for the Senate campaign.
Three, volunteers from across the state flooded southwest Ohio during the congressional race to campaign on Hackett's behalf, and the buzz about that campaign hasn't died out yet.
"He caught lightning in the bottle in that congressional race and has continued even since then to draw some national attention,'' Burke said.
Just as important, the U.S. Senate seems like a natural fit for someone who already has spent the past few months talking about issues like the war in Iraq, the economy and Social Security.
If Hackett is going to run, he needs to jump into the race soon. DeWine spent part of the August recess taking a bus tour across the state, and any challenger will need to start traipsing around Ohio as well.
"He can't wait too terribly long (to decide), but I do believe the guy is entitled to a little breather after the spring he has been through,'' Burke said.
Meanwhile, DeWine has his own problems to overcome. A Survey USA poll this week that looked at the popularity of all 100 senators put DeWine near the bottom of the heap. The Cedarville Republican was fourth from the bottom, with an approval rating of 42 percent and a disapproval rating of 43 percent.
Gov. Bob Taft's conviction on state ethics violations certainly won't help DeWine, or any other Republican for that matter. And, in another ominous sign from within DeWine's own party, John Hritz, former president of AK Steel Corp. in Middletown, disclosed this week that he may challenge the senator in next year's Republican primary.

German Software Maker's Move Pressures Stock in Pleasanton, Calif., Firm.
Byline: Jessica Guynn
Jan. 17--Commerce One Inc. and SAP AG have canceled part of their agreement to jointly market and sell software, prompting speculation that the German software giant is pulling out of the partnership considered critical to the Pleasanton-based company and triggering a sharp sell-off of Commerce One shares.
The decision to scale back the partnership was made at a meeting early this year between top SAP executive Hasso Plattner and Commerce One Chief Executive Mark Hoffman, according to a published report. Plattner reportedly urged Commerce One to generate its own business even if that means competing head-to-head with SAP.
Shares of Commerce One, which makes online software that connects buyers and suppliers over the Web, plunged 31 percent, or $1.18, to $2.68 in heavy trading Wednesday, making it one of the biggest percentage losers on Nasdaq.
Commerce One and SAP officials moved quickly to downplay the significance of the news that the two companies, which develop their own purchasing software but marketed the products together, will now sell those products separately.
The 20-month old partnership is not "breaking down," Mark Hoffman, chief executive officer of Commerce One, told the Times. "We were adjusting our strategy in a relatively small portion of the contract around purchasing applications. There are many other facets to our relationship that generate a significant amount of revenue."
Gary Fromer, chief strategist of SAP Markets, also called purchasing software a "minor portion" of the partnership and denied rumors that SAP is distancing itself from Commerce One. "Quite the opposite," Fromer said in a joint phone call with Hoffman.
"SAP and Commerce One have had what I would call an industry-defining alliance since mid-2000," Fromer said. The two companies will continue
to work together on developing software to run Internet marketplaces, Fromer said.
With a 20 percent stake in Commerce One, SAP is heavily invested in Commerce One's success, Fromer added. Last summer SAP paid $225 million to raise its ownership stake in Commerce One from 4 percent.
SAP and Commerce One formed the partnership in June 2000 to go after what was then a promising market for online marketplaces and purchasing. Under the agreement, SAP and Commerce One combined their online marketplace software and agreed to jointly market their purchasing software.
With the market for large online marketplaces -- where companies could buy and sell products and services -- never quite getting off the ground, the partnership has been a lifesaver for Commerce One, which has come to rely on SAP for a substantial number of customers and portion of its revenues.
The downturn in the economy and in corporate spending on technology has walloped Commerce One. The company was forced to fire nearly half its staff in October.
Analysts have speculated for months the partnership with SAP was unraveling. This split, they say, is just the latest in a series of moves that suggest major cracks have emerged in the partnership that many had once speculated would result in SAP buying Commerce One.
Late last year Commerce One launched a new product, sourcing software, which allows companies to find suppliers and buy goods and services in Internet auctions. Last week SAP Markets Inc., the exchange arm of SAP, launched its own sourcing software, putting the two companies in direct competition.
"The relationship is not as smooth as it once was," said Jon Ekoniak, senior research analyst with U.S. Bancorp Piper Jaffray, who called the partnership "critical" if Commerce One "wants to be a strong growth company."
That SAP is cooling the relationship puts more pressure on Commerce One, said Michael Hughes, an equity analyst with Raymond James & Associates. "The sourcing area is a hot space; if Commerce One's solutions gain traction that will help the company turnaround," Hughes said. "If they don't, Commerce One is going to be faced with some real issues."
Next week Commerce One plans to release its fourth-quarter results. Ekoniak expects Commerce One to post fourth-quarter revenue of $59 million and a pro forma loss of 16 cents.
